确认一下：
1。 TSC究竟会不会自动用已经CURRENT的140？还是必须自己作relink？
2。 或者，不管它自动不自动，做relink会有副作用吗？
3。做relink，是发email吗？还是要 mail a real letter？还是both？

4。我们这种情况属于再次current，应该可以立刻找议员催绿？对吗？

个人觉得relink有益无害。
好像是在网上填个表就好了。
至于议员，我记得有template的，你再找找，还有人说众议员比参议员管用.. |

还有这个说法，众议员比参议院有用？有谁有这方面的经验？

The TSC should interfile on their own, but sometimes they don't do this as
quickly as we would like.
