transfer of underlying basis。本来说9/22号回回复，等到今天，收到了下面的
email。说我的case没有out of normal process time。有人碰到过同样情况吗？好郁
闷啊，等了一个月啥都没做。还有其他方法提交SR吗？

congressman去催，假设你的pd已经current了的话。你翻翻看前人应该有发过催信模板
，根据每个congressman的privacy release form改一下格式就好 |

发帖数: 77 | 5 找议员催又不是通过USCIS系统，你不用管什么out of process time。你能让议员明白
你要干什么就行。你online SR的信怎么写的？对议员我就更直白了，归纳起来就几点：
1. I have both EB2 and EB3 I-140 approved. My receipts # are xxxxxx.
2. I have fulfilled all requirements and my interview was completed on xx/xx
/xxxx.
3. I had requested USCIS to transfer my pending I-485 to the approved EB3 I-
140 for immediate processing and green card production.
4. USCIS did nothing even though my PD has been current for more than xx
days under my EB3.
你解释清楚了人家就会帮你催/转，USCIS也会认真看你的理由和材料。打不打回来就看
运气了，遇到个有经验的有良心的就随手帮你批了。现在relink肯定比之前三四月份容
