Dear XXXX and XXXX,
I am sorry but given the strong set of proposals and fixed budget I was
unable to fund this proposal. You will be getting a formal email
shortly, and then will have access to the reviews and panel summary. You
were certainly 'in the running' and I think with some changes this will
be a very good proposal. Lets plan on talking next week, preferably late
Monday afternoon. One note that will not show up in the reviews: you
cite current funding from XXX and XXX that was not listed in the
Current and Pending report, and there were also some concerns about a
practical implementation plan - also there were no letters of
collaboration from potential implementers.
