i don't think u need driver for USB 3.0.
My portable HDD is 3.0 and my ports are 2.0.
No drivers needed. Everything works good.

Is your system a brand new or self build.
If self build, try use the back I/O panel USB ports.
Lot of self build systems have bad power supply that doesn't output enough
current to the front panel USB. Or there is chance that your front panel USB
wires are broken.
I have had both situation happen to me.

USB 3.0 driver is installed.

first port that you inserted in. if you plug that flash drive to other port.
it would not do anything. try insert into the port that works. uninstall
completely. reject it. and reinsert into the usb 3 port. of course. this is
provided that you are sure usb 3 ports are functional first. there might be
a BIOS setting to be set.
