If a company asks for personal info (SSN) before an offer is on the table, I
doubt they may be just collect personal info. Is that right?

I figured a way to do this: supply only info enough to make an offer, but
not sensitive enough for background check.
That is, addresses and contacts are provided, but not SSN and Birthday.
I won't give you that unless you give me an offer. :-)

I'm in New York state, the case is:
Verbal offer --> if say 'Yes' ---> background check --> pass? --> Official
offer.
When I was in CA, Upon the reference check response, they extends the offer,
and if you take the offer, they perform background check. |

一般公司offer出了如果需要background check的话，会让你签agreement的，你同意，
