比如你要是10月份申请的csr，11/1年费 $450就收了,你2016年$300拿到收了，12月份
statement出来以后到明年你又有$300可拿，需要关卡降级的话11/1之前就会打电话；
你要是12月份才申请，现在拿到的$300 credit就是2017年的了，因为第一个statement
出来是1月份，可是年费也是1/1/2017才收，所以，明年12月份statement之后你同样可
以拿$300,赶在1/1/2018年前关卡或者转卡，并没有什么区别
