在本分析的方法学中，两个临界点具有实际的决策意义。

内容提要：卫国战争期间，被迫从原聚居地整体迁移到边远地区的苏联7个少数民
族，其迁移过程充满着暴力和镇压；到达迁入地的特殊移民区后，被置于严格的管制之
下。从迁徙之日到1949年之前移民的死亡数大大高于出生数。斯大林逝世后7个少数民
族虽被先后平反，但只有5个少数民族恢复自治。没被恢复自治的两个少数民族虽经多
次争取，但愿望终未能实现；而得以恢复自治的5个少数民族虽迁回原籍，但回迁过程
一片混乱，回迁之后与当地民族的居民关系紧张，冲突不断。苏联在少数民族迁移问题
上所犯的错误，为世人提供了深刻的教训。
