，其目的是加强对移民和在美国的外国人的安全管制，防止潜在的恐怖分子利用移民渠道
进入美国。塞申斯提出新立法后，接受了美国之音的采访。
美国之音报道，据塞申斯议员介绍，他提出的新立法，将对美国的移民法律程序和处理非
法移民的程序进行大刀阔斧的改革。在司法部和移民机构处理和解决积压的有关案例和问
题之前，把每年合法移民的数量减少20%。塞申斯强调，在弄清楚围绕移民的安全问题的
严重程度之前，必须给予有关机构足够的时间来处理必须处理的问题。
新立法的具体内容包括： 第一，加强边境安全。具体做法是，把边境巡逻的人数增加到
一万六千人。给予总统充份使用军队加强边境安全的选择。 第二，加强对寻求入境者的
安全审查，做法是增加安检人员，要求美国国务院驻外人员跟所有在海外的入境签证申请
