This is what I did:
1. Bought a ZTE Mobley ($100 at Best Buy)
2. Walked in to a corporate store with the ZTE Mobley and asked to activate
it on the $20 Unlimited plan. The reps were initially confused but it DOES
show up on their tablets under options when they're activating it for you
and you DO NOT have to have any other lines or service with AT&T. It's kinda
buried in the list but it's called "$20 - Connected Car Unlimited."
