民主程度就高。
而你说的舆论监督对廉洁的影响，恰恰说明了是法制而不是民主对廉洁的重要性。我党
倒是总念道民主监督、民主监督，其实是混淆了概念，民主制度的监督作用恰恰是需要
法制来执行并实现的，没有有效法制的民主制度，啥也监督不了。
看看印度就知道了，民主第40名，腐败87(中国78），言论自由程度非常高(strong
protection of free speech, rank 22th of 66)， 但是它的法律系统非常烂，civil
court rank 55th of 66.....
所以说，民主和言论自由不是治疗腐败的良药，法制才是关键.... |
