on the Law of the Sea， 从1958年开始谈判，到1982年谈判完成，前后折腾了25年时
间。谈判完成后，正式批准生效遵守的国家有60个，中国于1996年批准承认并遵守这一
破公约。目前这个公约有到目前有152个国家缔约，但很多与海洋无关，只是签约赚便
宜而已。
美国在张罗忽悠各国签署加入这一公约后，自己却以国会不批准为由，决绝履行这一公
约。原因是美国引用其总统杜鲁门在1945年第二次世界大战结束时宣布的美国领海基线
为大陆架的原则不变。至于这大陆架到底延伸到距离海岸多远的地方，美国从来不说。
《联合国海洋法公约》事实上是海上强权刻意绑架世界各海洋国家让出一条不受每个国
家干预的公海通道的强权公约。这个公约的核心其实有以下几点：

是半个世纪前的语言而且错误不少，所以，重新翻译了一下，供大家研究。
其实，感到《波茨坦公告》写得很牛逼，估计是美国已经造好了原子弹，底气十足。
但相比之下，《开罗宣言》由于产生于1943年12月1日，相对比较笼统，遣辞也保守了
很多。
当然，至于日本的领土，国家，军队，产业等界定，有些说得蛮具体，可以搞一搞。

I think it has more to do with preparation for post famine recovery. In any
population group, the number of females determine how fast the group's
number can multiple. Example: a group with 1 male and 10 female can have
potentially 10 births in one year, while a group with 10 male and 1 female
can have only one birth in one year. Obviously the one with more females
will recover quicker.
