新州格伦威小学(Glenview Elementary School)近日收到上述组织ACLU的投诉信，指责

针对侮辱国歌的行为，据新京报最新报道，24日全国人大常委会分组审议草案，有多位
常委呼吁，应该加重处罚，乃至于追究刑责。此外，还有一名常委建议，奏国歌时不得
把手放胸前，因为这是美国的规定，我国公民不能盲目尊崇。
国歌法草案规定，县级以上各级政府教育、文化、体育、公安、工商行政管理等有关部
门以及军队有关部门，在各自职权范围内对国歌的奏唱、播放和使用，进行监督管理。
在公共场合，恶意修改国歌歌词或者故意以歪曲、贬损方式奏唱国歌，损害国歌庄严形
象的，由公安机关处以15日以下的拘留。
草案共十五条，主要规定了关于国歌的地位、关于奏唱国歌的场合、关于国歌奏唱的形
式和礼仪、关于国歌标准曲谱和官方录音版本、关于国歌的宣传教育、关于监督管理和
