的呀．美国就是这样，该付的责任就该付．
但是美国有点好，什么都可以APPEAL．你可以去city Appeal. Appeal letter 要写得
挺无辜的．而且强调这么高的账单你的经济上承担不起．然后看你的CITY 会不会开恩
给你减少账单了．如果CITY拒了你的APPEAL，你只能付了，要不他们就会放个LIEN到你
的房子上．

美国贸易代表柯克(U.S. Trade Representative Ron Kirk)1月30日宣布，世界贸易组
织上诉机构(Appellate Body)裁定，中国对几种用于钢、铝以及化工产品的重要工业原
材料的出口限制不符合中国对世贸组织的义务。世贸上诉机构同意世贸组织争端解决机
构2011年7月的裁定，维护美国提出的申诉，驳回了中国所谓这些出口限制是出于环境
保护或资源保护的上诉。
柯克说：“今天的报告对美国来说是一个重大胜利，特别是对于制造业和制造业工人来
说。奥巴马政府将继续努力确保中国和其它国家遵守同样的规则，这样美国工人和企业
才能竞争，在平等的竞争环境下获得成功。奥巴马总统在他上星期的国情咨文演说中提
出了可持续的经济发展蓝图，也就是以恢复美国制造业实力为基础的经济发展。今天的
决定确保了美国关键的制造业能得到它们需要的生产材料，在一个公平的环境下竞争。”

据美国《侨报》报道，为了打上诉官司，梁彼得到目前为止已向新聘请的两位上诉律师支付了25万(美元，下同)。
两名上诉律师，一名是顶尖的刑事诉讼和上诉律师舍曼(Paul Shechtman)，他是Zuckerman Spaeder LLP律师楼的合伙人，该律师楼有82名律师，在纽约、华盛顿、坦帕、巴尔的摩都有办公室；另一名是被誉为“全美最著名25位亚裔律师”的法学教授陈盖博(Gabriel "Jack" Chin，音译)。
梁彼得已经向舍曼支付两张总额20万的支票，其中11.9万是律师费，另外8.1万存入一个以梁彼得为名的第三方托管账户(escrow account)，只有梁彼得授权才能从该账户中提款。
舍曼是梁彼得上诉的主要律师，他的责任包括向法庭递交撤罪动议(post-trial motion)，在宣判量刑中代表梁彼得，以及代表梁彼得打上诉官司。协议书还约定，如果今后有额外律师费，双方将再商议付款事宜。

据悉，地区检察官汤普森举行的此次闭门会议邀请了共计十余名社区代表参加，既有华裔代表也有非裔代表，与会华人总计有五、六名。会上，汤普森正式宣布对梁彼得的建议量刑为5年缓刑，不必坐牢，附加社区服务等内容。
有消息指出，汤普森在正式发表声明前已经向部分相关人士秘密透露了建议内容。出席23日会议的多位非裔社区代表听闻正式决定后反应十分理性，即便有个别人仍就某些问题持保留态度，也全都对汤普森的工作表示理解和支持。而会上唯一站出来反对的是一名华裔代表，据悉正是从梁案一开始就坚决站在受害人葛利一方的亚裔反暴力联盟的行政总监邓丽君。
