曹檄文。
来美国三十多年，我还从来没看到经济学界这么多有名学者如此担忧，如此义愤填膺地
批评一个总统候选人。签名人中，有不少我尊敬的德高望重的老师。阿罗（Arrow）在
经济学界被称为其成就可以拿两次诺贝尔奖的奇才。1990年我任留美经济学会会长时，
他是学会顾问，非常支持中国经济改革。我常要为了申请基金会资助请他写推荐信。虽
然他年事已高，事务繁忙，可他总是有求必应，很快写来推荐信。还有迪顿（Deaton）
教授，1986年暑假时，他到人民大学福特班讲课，我听他课同时做他助教。他是个非常
敬业温和的学者。

选举方式能够满足四条常识应该满足的条件的。换句话说，没有一种选举方式是完美的。
政治上讲，中国不是没有选举，人民代表也是选出来的，但是大家都知道这是怎么回事
。然而，台湾的自由选择的机会就一定有意义么？台湾人民确实有自由选择的机会，但
是人民的政治倾向是不是一定要通过这种自由选择的机会来表达？为什么台湾每个人都
可以自由表达自己的观点，但人民并没有由于交流更加紧密反而蓝绿之间却产生了深深
的裂痕？是这种裂痕造成了每次选举都会有不该出现的状况，我不认为这对于中国有示
范意义，反而是一种反面教材。
更深的层次我不知道你想过没有。蔡主席英文说过ecfa要全民公投，民进党之前也搞过
若干次公投运动。以ECFA而言，公投当然是一种自由选择的表达，但是这是不是恰当的
？是不是两党之间对某项政府决议有异议就一定要公投来行使所谓的“自由表达”？这
