统一的框架下的两个历史归属截然不同部分，的黎波里塔尼亚（以的黎波里为中心）和

说到这里，笔者要扯几句闲话。东经19度是罗马帝国的传统东西分界线，它对地中海世
界的地缘影响极为深远，余波荡漾至今，今天热热闹闹的利比亚局势，上世纪的南斯拉
夫分裂，都是围绕东经19度线展开的。
今天的利比亚(Libya)的版图，正中央是宽阔而深凹的锡尔特湾(Gulf of Sirte, 也叫
锡德拉湾/Gulf of Sidra)，海湾沿岸基本都是沙漠，不适合人类生存。锡尔特湾西面
，叫做的黎波里塔尼亚(Tripolitania)，得名于今利比亚首都的黎波里(Tripoli)。早
在迦太基时代，的黎波里塔尼亚就在迦太基的版图内，属典型的西地中海文化圈。布匿

发帖数: 18578 | 2 利比亚国内的部落势力很强大，卡扎菲重用自己的亲信和亲戚，自然就会冷落别的部落
的精英。再加上首都Tripoli在西边，这次造反的重镇Banghazi在东边，想想就应该知
道是两个城市的主体人口是不同部落的。
而且Tripoli是首都，加上利比亚的政权是中央集权，很自然的全国的资源会向Tripoli
集中，想想北京和河北，东北，山东的关系你就明白了。
而且全国20%的失业人口，政府机关这种肥差肯定是留给有关系或者卡扎菲自己部落的
人，其他部落和社会阶层人士肯定很不满。而且利比亚东部传统更加保守，宗教势力强
大，而卡扎菲政权是要镇压宗教势力的，肯定得罪了宗教势力。而卡扎菲当年是靠政变
推翻皇室上台，肯定也得罪了保皇党。
这次利比亚东部从平民到驻军一边倒起来造反，老百姓主动拿起武器跟卡扎菲的正规军
干，肯定平时的积怨已经很深了，西方的鼓动最多不过是助推一下，无风不起浪呀。 |
