qualification is defined by the rules/regulations of the school district.
In this case apparently one of the requirements is the custodian of the
student has to be the resident of the district.

以前刚来美国的时候，发现中美文化最大的差异之一就是，美国人极少会主动帮助别人
。做开始TA的时候，总想主动帮助一些比较笨的学生。后来又一个学生终于忍不住说了
一句：I really appreciate that, but you don’t need to do so. 再后来我才发现
，其实所有被我主动帮助的人也是这么想的，但他们不会主动告诉我。像那个跟我说
you don’t need to do so的学生也没有义务主动告诉我他是这么想的，他算是极少数
中的一个。
后来慢慢理解，在美国这个社会里，我们每个人都需要同时具备两种特质：高容忍性和
及时表达自己的需要。表达自己的需要，用通俗的话说，就是a dog needs to bark to
get food. 高容忍性，就是理解别人的需要以及对他们对需要的表达。
所以美国人的生活细节里，每时每刻都充满着谈判，而且总能在某种折中中达到平衡。
所以我们不能期待别人会主动帮助我们，也不能一厢情愿的期待别人欺负你的时候会主
