这个法案来头很大，理论很深奥，一开始是这么讲的：
这段话的大意是：精明强干的学生是那些比同年级、同等经历、同等环境或同龄的学生
在某个学术领域更富有学术能力和创造力的学生。 这些学生不但存在于普通的学生群
体之中，也同样存在于“all protected classes”（“protected classes” 是指少
数族裔、女性、同性恋、残疾人等等）。 研究表明，那些出身于少数族裔和贫困家庭
的精明强干的学生被天才班录取的机会要低250%（“two hundred fifty percent less

They ultimately enacted an austere budget that cut spending by $15.2 billion
over the previous biennium
Through October, she said, Texas has recovered 94 percent of the jobs lost
