在北京一家医院住院两周期间，我在日记里写下了以下文字：“有一种奇怪的感觉，仿
佛身处机器里，仿佛令人生厌，像是一粒沙子……人没有任何权利，就连获得医疗护理
的权利也没有。你只能要求、恳求或尽力去抓。”
大家确实就在这么做。提到中国的医疗体系需求过多、资金不足，而且经常出现腐败现
象时，人们将其概括为“看病难”。一些心怀不满的病人可能会攻击医生。收受贿赂的
现象也颇为常见。
病人的亲属聚集在医院的候诊室和走廊里，或者暂住在病房中，做饭并照顾病人，以此
弥补医院看护不足的问题。他们可能会故意进行激烈的抗议活动，为的是引起工作人员
的关注。
在北京另一家医院工作的一名医生表示，“我想，你会发现大多数医生都是好人。”不
过，中国医师协会网站上的一篇文章却显示，医生不受欢迎，需要“维权”方面的建议

认为，中国学生根本没准备好留学，他们根本不知道分析性文本到底意味着什么，也很

在美国，中国留学生的数目已经增长至30万多。仅密歇根州立大学，中国留学生的数量
就已经达到4400多人。加州大学伯克利分校中国留学生的数量也已经达到1200多人，而
10年前，该所大学中国人的数量只有47名。波士顿地区的大学中，中国留学生的数量达
到45000名。
中国留学生的流入还可以用数字来证明：签发给外国学生的一百万张留学签证中，36万
给了中国。
越来越多的中国留学生来到美国，他们正夺取本属于美国学生的资源。高校机构变得越

作为回应。当涉及到中国的时候，美国政府必须干预市场。比起征收全面关税，我们更
应该做的是，不允许美国企业与接受了窃取或胁迫而来的知识产权的中国企业做生意，
也不应允许它们与我们欧洲和日本盟友的企业做生意。美国还应进行干预，阻止任何外
国投资流入有助于中国军队，或有助于其国内镇压的技术领域，并限制任何与侵犯人权
和军队现代化有关的中国公司进入全球市场。 |

义”大国，试图依照它自身的利益重塑国际政治秩序。考虑到北京的军备、削弱美国的

很自然。
如何回应则是更具争议的问题。经过多年徒劳的对话和口头协议，美国应该改变路线，

这不是一件容易的事。一些行业将会难以找到新的供应商或买家，而且有一些根基深厚

，即使美国对中国的出口下降了一半，也只相当于国内生产总值1%的不到一半。减少中
国进口的成本更难评估，但有多个国家可以替代中国产品，那些国家都不是我们的战略

中国猖獗的知识产权盗窃，以及要求在中国做生意的美国公司交出技术的行为，损害了
