按照特朗普政府最初的计划，针对伊朗的制裁将从11月5日起扩大到石油领域。届时，
其石油将被禁止出口。
不过，临近禁令生效之际，事情似乎起了一些变化。
美国财长姆努钦（Steven Mnuchin）周日在访问耶路撒冷期间接受路透社采访时称，并
不期待进口伊朗石油的国家在11月将购买量降至零。但他同时称，这些买家最终不得不
降至零。
值得注意的是，姆努钦话锋一转，称石油买家也可以获得制裁豁免权，但必须将伊朗石
油采购量减少，幅度要超过奥巴马政府时期（2013-2015）购买量的20%以上。
换句话说，各国要想获得伊朗石油制裁豁免权，将比奥巴马执政时期更加困难。“我希
望，如果我们给予豁免，针对伊朗石油的采购将大幅度减少。”姆努钦说。
至于为何作出了一定让步，姆努钦也给出了原因：伊朗石油供应减少已经成为影响原油
价格的因素之一。
他还驳回了对于油价上涨的担忧，称当前的市场价格已经反映出了可能的供应锐减。
