烙印要大跃进的做法不是很理解。这事又不是小孩子抢糖吃。
上面律师函的节选在我看来就是笑话，一点威慑力都没有，做杯垫都嫌不够厚。
现在我们手上的facts有多少？准备根据哪个statute来告他？有没有可能收集到他收到

我来个摘要：
印度人之间由于语言宗教不同，派系复杂，歧视严重。美国IT业都被印度东南部两个邦
的人把持，只招自己人，不招外种族的人，甚至连其他地域族群的印度人也不招。让这
些人把持IT业，不但是白人，黑人，华人等所有族裔的灾难，也是绝大多数印度人（他
们那个特定小圈子的人除外）的灾难。
在这些印度人小圈子“团结”的表象背后，是各种肮脏的内幕。老印高管剥削下级印度
人，任意奴役侮辱，下级为了保住他们的工作，常常要向上级行贿。他们还开设很多咨
询公司（应该是ICC之流），滥用H1B名额，剥削压榨印度人。

国内很多托人关系办事的， 老关系是事成给钱。
新关系能递上去就不错了， 能办成就办， 办不成就算投石问路铺垫关系了。
其实现在国内不太流行一手钱一手货的bribery形式了， 风险效益太低。
现在国内随便拉个关系搞个项目都是几十个M起了。
也就是升学， 政府部门公务员职位什么的鸡毛蒜皮的还来这一套。 |

法制的落实不坚决，裁判的安全得不到保障（美国的教练/referee/umpire都有现役警
察护送的，不管是
采访还是退场）。同样的挑衅，中国的劝解／道歉，美国是至少battery,挥一拳就算的
，马上送jail,谁敢乱来？
好了，裁判的安全得不到保障，就有聪明人程序而入了。bribery啥的就来了, 不听话
就看警察能怎么保护你？不要跟我说陆峻啥的没被人威胁过，中国社会就是这种原始生
态，谁有弱点人家马上就给利用起来。
有贿赂，就有操纵比赛的空间和手腕儿，就有足协官员／老板／赌钱庄稼的抽插，最后
各取所需。
所以说，法制建设和execute才是真正重要的东西，不然大家都可以不按照游戏规则行
事，最后爽了自己，毁了大系统。美国５－６０年代还是great recession后改法律的
时候可是大规模建了很多的新监狱，就是知道法律一变严肯定有大量的人收监。到现在
，犯罪树木终于稳定了下来，监狱太多了，又想改为他用了。中国也必须遮掩办。才能
保证系统有良性的循环，多些从正面提高技术水平来赢得比赛的孩子，中国足球才有希
望。 |

organized supporters group in Europe) to tackle the source of misbehaving of
Croatian fans, during the last match of the European Championship. Do not
be mistaken, they are CROATIAN FANS, maybe more so than those who accuse
them today. Croatian fans live their emotions and consider the national team
