则是特殊的、民族的；“现代化”给人们带来了越来越多的福利；西方人则把现代化带
来给了全世界，不管他们是如何带来的；等等。我相信，除了我以外，大多数三、四十
岁的、与我有着相近的有关历史和世界的知识结构的人，都会持有这种看法。然而，当
我试图用经济学去剖析历史时，问题出现了。

的佳绩？中国体制能否继续焕发活力？这是国内外很多学者、媒体都在思考、议论的话
题。但发展中国家和发达国家人士的立场往往截然不同，笔者对此深有体会。
早在几个月前的2014年9月，中联部当代世界研究中心与中国和平发展基金会联合举办
“2014年中国共产党与世界”对话会，邀请了海内外六十余位专家学者和官员。笔者有
幸受邀参加，在和现场嘉宾的交流中发现一个有趣的现象：来自发展中国家的代表往往
对中国的成功赞不绝口，肯定有加。而来自西方社会的学者虽然承认中国现在的成功，
但却不约而同地质疑：中国模式是否能够持续？
之所以觉得有趣，是因为几乎所有受邀国家采用的都是西方发展模式，从逻辑上讲，发
展中国家应该站在自己的老师西方而不是东道主一边。我想之所以如此，应该在于这些
发展中国家有西方的民主模式但却未能实现梦寐以求的经济成功，而没有采用西方民主
模式的中国却做到了。所以，他们一方面排斥了对西方模式的盲目崇拜，另一方面也期
待能够找到新的替代模式，由此中国便成为这些发展中国家新的希望。

评为美国历任总统中最差的一位。
博伊西州立大学(Boise State University)和休斯顿大学(University of Houston)近
期对美国政治科学联合会(American Political Science Association)总统与行政科学
分部170名会员进行了调查，请他们给美国所有历任以及现任总统的任职表现打分，100
分最高，0分最低。这些会员都是专门研究美国总统问题的专家学者。
结果，在2018年这项名为“总统与行政政治总统卓越性调查”中，现任总统特朗普平均
得分只有12.34，排在了最后。即便是在共和党人的排名中，特朗普的得分也很低，在
44位总统中排在了第40位。排在最后一位的是詹姆斯·布坎南(James Buchanan)。
