originally proposed, but the PM asks me to revise the Budget Justification.
I did that, but was unable to find a mechanism to upload the revised
justification via Fastlane. From Fastlane, I found that we can modify the
budget itself, but there is no link to upload revised budget justification.
Any advice?
On a related note: is it almost guaranteed for a proposal to be funded if

有没有最近的生物new faculty写过start－up budget? 我有两个问题：
1. 有没有一个standard equipments 的估价单？还是一定要找salesperson要quotes？
2. 我这家要求我写一个比较详细的justification。“What would be helpful would
be to have a budget justification tied to a specific experimental plan like
you would do for a grant submission”。这个很头疼。谁能把4-5年内的可能的实验

最近有两个同是faculty的朋友都跟我讨论到这个问题。
A目前已是AP，但是开始工作之后才发现这个学校budget cut非常严重，好多年没涨过
工资！他起薪本来就不高（穷学校的弊端），结果每年living expenses都在涨，唯独
工资不涨。学校各方面也是扣扣索索的，甚至有传言要减工资和benefits。。
B现在在market上，面试完了dream school之后被通知职位被收回去了，，因为budget
cut。（这种情况我还真是没见着多少）
我搜了一下A的学校名+budget cut，一大堆新闻立马出来了，最近几年都有。但是B这
种，好像网上也搜不到啊。各位前辈来探讨一下，像这样的情况怎么才能查出来对方学

把budget减少11%，nsf理解了要执行，不理解了也要执行。但trump只说总数减这么多
，具体怎么减，nsf自己把握。但一定要把总数降下来。另外，这次是总统要减，不是
国会要减。巴马时期，nsf要的钱都比国会最后批的钱多。那是因为国会要减。
第二步，国会介入。怎么花钱，花多少钱是国会说了算。国会到时候会通过budget,国
会的budget和nsf request没啥关系。比如今年，nsf要些钱搬家用，国会直接忽略。国
会自己的拨款委员会决定。国会这次是肯定会给nsf多拨钱的。有时候国会会在拨款里
加条件，比如过去几年国会一直不让nsf给社科类加钱。比如nasa不准和中国合作，都
是国会议员加的私活。

我知道的两个数据给你参考：我们系刚刚有个人拿到CAREER，给的就是正好50万五年。
整数。相信他的budget上写的肯定不止这个数，也不会刚好是整数。
我拿的另一个program的regular，给了三年40多万。数字就是我写的budget上的数字。

从目前公布的消息来看trump的 2018 fiscal year的budget会增加军费，基础建设投资
，保持social security和medicare不变，同时总预算不超过obama时期的预算来确保不
增加债务。另外，trump还要有100亿的预算来修墙。因为军费本来就是大头所以增加10
% （大概增加540亿）需要其它部门削减更大比例的费用。
首当其冲的应该是EPA,能源部，国际关系，等不能直接带来经济效益的部门，可能会
cut 30%.
NIH比NSF应该更不受trump待见，而且NIH的budget比NSF多几倍，所以可能会cut 10%以
上, NSF可能会减少或不变，因为科技还是能带来利润。NASA可能会维持不变或减少。
所以以后应该把注意力放到申请DOD的项目上，因为他们会增加预算。

半年的时间），可以满足了。漫天要价，就地还钱，这是The art of the deal的精髓。
真正的重点是18年预算。Trump要540亿美元的军费增长，18%的NIH砍幅。也许最后他只
能拿到360亿的增长，12%的砍幅，这对他这说也够了。
