他提出正式的谴责，censure。例如他浪费公帑每周度假，例如他对俄国人泄密（是的
，他有权，但是否应该？是否适当？正因为不构成泄密罪，所以是用 censure。），例
如他的几项毫无根据的公开指控，例如他的内举不避亲。。。
这个总统的诸多非典型言行，已经脱离了美国总统的常轨 --- 比如说他要求放了佛林
一马，这个不算意外，大概每个政客都会有类似的言行 --- 给这个国家带来了不稳定

約束力量，絕大部分的人都是要求自己不僅要守法，更要符合道德規範。
之前在公佈稅表問題上，川普已經以 “法無明文” 為藉口，不肯用較高的標準要求自
己。在浪費公帑這件事上，如果他也一樣不肯要求自己符合道德標準的話，法律恐怕拿
他沒辦法，人民只有眼睜睜地看他浪費錢。（當然，川舔不在意，多喊幾句 MAGA 就又
贏了。）
不過我覺得有兩個辦法可以給川普穿小鞋：
一是預算，白宮應該有它的預算，超過預算之後怎麼處理？
二是國會通過 censure，正式譴責總統。But then again， censure 只是一種意見表
達，沒有約束力，川普還是天下無敵。
再好的法治/法制，碰到不要臉的總統一樣沒轍。當年的 framemaker 也好，
forefather 也好，雖然英明睿智，制定了舉世點讚的美國憲法，但他們做夢也沒想到
那麼無恥的人竟然都可以當選總統。 |

. It is not really about 藏富于民, but about power, as power is money.
No doubt, China is the first one - ZF controls all the resources and makes
all decisions. This system works fine (more efficiently) provided that it
doesn't make mistakes. Ideally, the leaders have overwhelming power and yet
are very self-controlled, not corrupted at all, even without public censure.
That is a fairy tale. |
