（中央社記者周盈成日內瓦22日專電）二隻貓熊明天將從中國運抵台灣，華盛頓公約（
CITES） 秘書處今天說，CITES 視此為「國內交易」，因此不須通報公約秘書處。
CITES （又稱瀕臨絕種野生動植物國際貿易公約）秘書處發言人瓦斯蓋茲（Juan
Vasquez）對中央社說，CITES遵循聯合國的政策，這項貓熊移交既屬「國內交易（
internal/domestic trade）」，「應由北京和台北的相關當局決定應適用的程序和附
隨動物的文件」。
他說，一般情況，國際交易也不必逐筆對秘書處即時通報，只須在每年底總結通報一次
；至於國內交易，根本就不必，「CITES只規範國際交易」。
但北京或台北是否仍向秘書處提供任何相關的文件？瓦斯蓋茲表示，據他所知是沒有，
但他不能確定，重點是「不需要」。
貓熊屬CITES 附錄一瀕臨絕種物種，不可進行以商業為主要目的的進出口。進口和出口
的雙方締約國，必須由主管機關核發許可。

这排名就茶余饭后乐和乐和就行了，还真当回事实名写博客大张旗鼓反驳就傻逼了。关
键是这逼也不懂多少就股沟股沟然后就充内行。
我就替这大随便反驳反驳。
１。论文最高被引次数。
a.单独拿来做一个标准，不妥，属孤例。
b.各科论文标准不同。佩雷尔曼的彭家莱猜想论文有几个引用啦？
c.滞后效应太严重了，不能反应现时情况。
２。入选Highly Cited Researchers 的人数：（我国入选Highly Cited
Researchers 的人数总共只有７人，没有一人来自浙大。）
a.７人太少，不够全国高校评的,谁摊上一个可能纯随机。
b.Highly Cited Researchers不是什么可靠的评判研究人员的标准。
前一段有一个全球ＴＯＰ１００Cited Researchers in Chemistry,
你看看谢小亮在不在里面，今年评上美国院士的化学家有几个在里面？

。难道对于每一个引用我的论文的发表期刊都需要去查是否被收录吗？还是有其他方法

2. 在产生citation report 时候。result found（26） 和sum of the Times cited（
89）有社么区别？我知道有26篇文章直接cite我的文章。89是指直接加间接引用吗。填

不好意思，包子不多，就不发了。写心得吧，希望比包子对大家更有用。
从对如何申请绿卡一无所知，到昨天得到I-140批准的通知。历经近一年时间。而真正开始着手是从今年五月。其中在本版学了很多知识，没有用律师，（但学校的负责人给我们提供了修改REFERENCE LETTERS的意见，一共十信，每封都得到学校负责人认真的审核），我们再修改，再发给推荐人。我们准备材料，学校负
责人最后写的PL，我们按她的模式给了所有的亮点和总结。（材料我们自己整理好，学校FILE）。
个人感觉一些有用的经验，分享大家，回报本版。
准备中的一个原则：有理有据。
1：PL：（言简意赅，突出亮点，适合自己）
我参考了网上许多网友的PL例子，很有帮助，但是每个人情况不一样，所以一定要写一封最适合自己的PL。不一定要放许多图表在PL里，我一个朋友的PL才四页。大家可以把PL里的详细内容放到材料整理中的COVER LETTER（彩纸打印部分）中，以便IO看起来方便。

其实都是在探讨他们自己的工作（citing author's work），而你的工作只是用来说明
他们自己工作的重要性，你只是他们为此目的而cite的众多文章中的一个”
我觉得不是什么第一作者不第一作者的问题，显然是觉得虽然别人cite你了，但没觉得
这个cite是为了说明你工作的重要性。所以其实还是对contribution的证据不满意。

不知道这种RFE是什么兆头。

上学的东西，帮自己申绿卡，最后还拿包子。。。那俺就继续罗嗦一下，希望这篇可以
做个结束，不能一直骗包子，不是。东一点西一点，想到哪里说那里。
1. 关于citation搜索：搜索方式很多，请见精华区老大的帖子，此外，我觉得好用的
两个方式：
a. google，你的名字+老板名字，加文章标题的关键词 （比如姓名张三，我试过san
zhang 或者s zhang，都有惊喜）
b. 搜索citing article的作者背景，特别是第一，二作者，应该都是学生，如果有已
经毕业的，他们的毕业论文里面很可能也引用了你的文章。若有他们的主页，查询一下
他们做了哪些会议presentation，说不定会议abstract上引用了你的文章，这些可以到
该会议的proceeding里面找一下。
2. 关于citation ranking的比较：ESI数据，2007 faculty表格，database搜索关键词
来比较，与同领域比较，与同期刊比较，与同issue比较，考古一下，方法很多。特别

实在不想自己去花时间搞这个，花了银子请律师代办。不过自己还是花了很多时间去改

在他们的官方说明中，他们说没有必要附上文章的全文（It is not necessary to
send the full copy of a dissertation, thesis, or research paper written by
the alien beneficiary, or one in which the alien beneficiary's work has been
cited.），这可以理解，只要第一页就可以了。但在后面他加了一句： Include the
