if you are f-1, no matter how many years you stayed in mi, you are always
non-resident for mi state tax, which is a different story from fed tax.
then, you can never claim state property tax credit.
um has explicit docs saying f-1 students may not claim mi property tax
credit. i think msu has similar docs as well. |

5k treaty money is always applicable for students, no matter you file 1040
or 1040NR. the difference is, when you file 1040NR, you can get the benefit
earlier due to exemption from withholding. however, when you file 1040, you
can only claim the benefit when you are doing your tax return.
