按数据分是２７％了，
去年第一季度全世界给了２万四的名额，如果考虑到CP１０％，那么按２７％就是短缺
了１万二左右， 分到三个月，平均短缺４０００，如果考虑到这个月放老中老印５０
００多（自己名额有６００左右），数据是吻合的。
但是奥是非常狡猾的，他不用２７％的理由来放人，找了个莫虚有的＂建库存＂的理由
（如果真是建库存就应该放到２００８，甚至CURRENT。７月１５之前有什么库存可建
，顶多几百没交上去的），以便日后他随时可以恢复原来损害老中的名额分配办法，所
以说还没明确制度化。 |
