现年20岁的克莱门斯在网上的“玩笑”把自己送进了监狱
这名学生名叫卡勒布·克莱门斯，现年20岁，是一名南乔治亚大学心理学专业学生。今
年2月，他在自己的博客页面上发言称：“你好，我的名字是埃尔尼格，我正在计划在
南乔治亚大学进行枪击。请传播这一条，看看能有多大影响，看看我是不是会被捕。”
几小时后，克莱门斯被捕了，当地警方称收到了匿名报案。根据大学学报报道，学校安
全主管说，并没有在克莱门斯的住处发现任何准备枪击的迹象。
克莱门斯随后被以“通过电脑制造恐怖威胁”的罪名被起诉，并被关押在布洛克郡拘留

小国玩弄“以小欺大”的游戏，在国际外交史上，也确实罕见。这凸现了南海问题的复
杂和敏感性，但南海问题演化为今天这种看似无解的局面，很大程度上也是中国一系列
应对失据的后果。
除非中国自愿退缩于内陆，否则，南海对中国的重要性毋庸讳言。这就决定了中国必须
在近乎无解中找出解决的办法来，打破南海目前的僵局。
通过谈判是不能从根本上阻止相关声索国对南海主权的要求和蚕食的。盖因在它们看来

战略意志是指中国采取的行动必须让有关国家感受到中国维护南海主权和领土的决心及
带来的压力，做不到这点的话，有关国家就可能误判中国的意图，认为中国的抗议不过
是虚张声势，吃定中国不敢“翻脸”，从而采取冒险举动。从这个角度说，战略意志实
际起一种威慑作用。
战略意志是体现在行动中的，必须有详尽的的规划和举措，就目前来说，制定南海法不
仅必要或许还是当务之急。
中国需要制定一部南海法，或以白皮书形式，全面阐述中国关于南海问题的原则、立场
、主张、利益，以及为维护主权和领土而可能采取的手段、措施和办法，从而把维护南
海主权的原则和立场化为一套具体的有法理基础的方案。在涉及国家主权和领土的争端
上，中国过往多为一些原则性的声明或抗议，这当然也有必要，但只有原则和立场的阐

大连一个军港声称被新建豪宅看得一清二楚，令海军失去安全感，要花上千万元修建防
护墙防止泄密。
上文提到中国军事设施泄密，最近又忽然成为大新闻似的草木皆兵。实际上这种由来已
久的情况在全国各地多不胜数，很大程度上与地方政府甚至军方贪污腐败脱不了关系，
其“忽然曝光”又与目前中国的政治气候大有关系。
这些新闻的最新导火綫，是大连一个军港（注：应该指老虎滩）声称被新建豪宅看得一
清二楚，令海军失去安全感，要花上千万元修建防护墙防止泄密。海南岛房地产开发商
在军事禁区控制范围内（注：应该指三亚或榆林）兴建涉外别墅，需要海军赔款数亿元
收购拆卸。目前军港范围仍有多家高层酒店，声称隐患仍在。而内陆的各式军事设施，
同样存在类似情况并继续恶化中。
