Taiwanese American law professor in US concludes that ROC has never had
sovereignty over Taiwan, merely possession. I wish to see Beijing's position
, which I have bben uinable to find. Perhaps Beijing think all communiques
when establishing diplomatic relations are good enough. Unexpectedly many of

中国海，中国南海与南中国海，含义是完全不同的。中国东海和中国南海，包含着领土
领海所属关系，而东中国海和南中国海，并不包含领土领海所属关系。接受这两个概念
，等于是接受了东海南海不再属于中国领海，特别是奥巴马专门对中国南海建设提出了
指责，这是无论如何不能接受的。
中国现在必须明确告诉美国，南海航行自由可以保证，但是任何外国军舰不能
进入中国领海，否则将予以击沉。

【明報專訊】距離菲律賓訴中國的南海仲裁案的判決日近，裁決很可能有利菲律賓。以
中國為一方，以菲越新印（尼）等東南亞國家聯合美日澳等為一方，在國際上展開激烈
的外交戰。處於劣勢的中國，更是想方設法，企圖營造出「中國的南海朋友圈決不比美
國小」（《環球時報》語） 的氛圍。經過一番努力，中國聲稱多達10數個國家「支持
」中國的立場，但仔細觀察下，卻充滿「語言偽術」。
這些支持中國立場的國家可以分為4類。第一類是中國最看重的大國，俄羅斯與印度。
據中國報道，外長王毅在俄羅斯與俄國及印度外長三方會面時，發表的「宣言」支持中
國的南海立場。其實，這個「宣言」不是正式的宣言（statement），而是三方的照會
（communique）。它在外交等級上，比早前在日本召開的G7外長會議發表的要求各方在
東海和南海上遵守國際法的宣言（statement）要低。

强硬声明，当着中共外长王毅的面打脸，表示对中共（没点名）的举止有“serious
concerns”，敦促中共按文明法则办事（这措辞一听就一股新加坡味）。
还好东盟有十国，柬埔寨够（肯）哥（叼）们（盘），内部大闹。东盟几小时后撤回声
明，可能无法产生最后的一致声明。现在仍在闭门争吵中。结果也许是柬埔寨自家发一
个声明，其他九国各发各的。不管如何，对中共而言，比最早的东盟统一声明要好听点
。算是伟大外交胜利也可以。
对了，这次苦主是菲律宾，挑头的是新加坡，助攻是越南、印尼、马来、文莱、缅甸、
泰国。老挝打酱油。柬埔寨孤身奋战，就是不签字.
