本次降准是支持实体经济、缓解经济下行压力的重要举措。今天上午，李克强总理在考
察中国银行、工商银行和建设银行和在银保监会主持召开座谈会时就强调，要加大宏观
政策逆周期调节的力度，进一步采取减税降费措施，运用好全面降准、定向降准工具，
支持民营企业和小微企业融资。全面降准是一系列服务实体经济、缓解经济下行压力、
支持普惠金融的系列举措。去年12月19日，央行创设定向中期借贷便利（TMLF）；从
2019年起，央行调整普惠金融定向降准考核标准，从“单户授信小于500万元”调整为
“单户授信小于1000万元”。“多重组合拳”优化流动性结构、充足普惠金融的贷款“
弹药”。
本次降准有助于补充春节前资金缺口，保持市场流动性稳定。据估计，2019年1月资金

以前当兵时，部队移防到外岛。我是个独立排排长，带了一排十几号人单独前往群岛中
最大的一个岛交接。被我们替换下来的那个单位，原来是住在山洞里，他们养了两条狗
，回防时不能带狗回去，就留了下来。
几个月后排里的小兵们提议将其中一条狗杀来吃，“冬令进补”。山洞里大小事情我说了
算，几个小兵就怂恿排里一个下士班长（绰号黑猪，原来是赌场围事的）来问我意见，
看能不能杀狗给弟兄们加菜？
在部队里，吃狗肉是个习俗，不少人到了冬天就会去外面的香肉店进补，许多当兵前不
吃狗肉的人，当了兵以后也会跟着吃。你说真有那么好吃？真的有冬天进补的功效？那
是骗鬼！我想大家都很清楚，其实不过就是怕在人前丢脸，被人笑话不敢吃狗肉，

造成的，实体经济的衰退是大约2000年10月开始的，小布什2001年1月接任
的总统。这个recession跟小布一点关系都没有。打伊拉克是2003年开始的，
打伊拉克的时候，经济衰退已经基本结束了。自从打仗开始到2008年，经济
一直是大好。
2008年衰退的原因，与克林顿的CRA关系更大，小布有一定的责任，但谁也
不能未卜先知，小布尝试了一下要regular fannie和freddie，国会的民主
党反对，小布就放弃了，我估计小布也没有料想到这个里面的问题这么大，
会导致后来的recession，如果小布能未卜先知的话，肯定死也要regulate
fannie和freddie，不让它们乱来。
另外共和党是fiscal conservative，其实也没花多少钱。侯赛因一上台就把
小布的3.1T 2009 budget改为3.5T，因为要给花街的buddy发bailout嘛，
