日本高官为什么一定要参拜靖国神社？这可能是很多中国大陆读者心里都有的一个疑问。
我个人认为，关于“靖国问题”，虽然“支持参拜派”占日本舆论的一半，但是日本国
内没有一个共同认识。自由主义者、左派知识分子表示反对参拜，但是也有很多人不关

中新社联合国10月28日电 第71届联合国大会28日在纽约联合国总部改选人权理事会
14个成员，中国以180票连任，任期自2017年至2019年。
成立于2006年的联合国人权理事会，由47个成员国组成。每个成员国由大会通过无
记名投票产生，宣布参选的国家必须获得大会半数以上票数方能当选，最多连任一次。
中国曾在2013年以176票当选。
由于人权理事会的成员构成以公平地域分配为原则，其席位分为非洲国家13个、亚
太国家13个、东欧国家6个、拉美和加勒比国家8个、西欧和其他国家7个。本次改选的
14个席位为中非洲国家4个、亚太国家4个、东欧国家2个、拉美和加勒比国家2个、西欧
及其它国家2个。
在经过联大193个成员国的不记名投票后，71届联大主席汤姆森宣布中国的得票数
为180票，在亚太国家中得票最高。其他与中国同时当选的还有美国、英国、日本、古

within the EU.
It comes after the US failed to agree visa-free travel for citizens of five
EU countries—Bulgaria, Croatia, Cyprus, Poland and Romania—as part of a
reciprocity agreement. US citizens can normally travel to all countries in
the bloc without a visa.
