该法案在反对非法移民的同时推进合法移民。其要点如下：
--取消基于国家的配额限制
--将现有的EB1-EB5合并为一类high-skilled employment-based visa，配额为607,500
（原来EB总共为140,000）。另外增加一类普通EB visa，配额为405,000。STEM专业申
请者优先排期。
--亲属移民名额从226,000增加到337,500。
--减少官僚主义，改善申请系统，缩短申请等待时间。
