其实别管增税还是砍花费，把budget控制就好。 砍社会福利和其他开支，砍到一定程
度总有砍不下去的时候，增税也一样，如果不控制开销，任其指数型增长，迟早有一天
征100%的税也没法平衡财政，更何况大量工作机会是富人提供的，他们的钱越多交税，
private工作机会就越少，穷人也没好处。所以双方都要让步，本着负责任的态度商量
个方案。

法化是一个标志。
同性婚姻合法将会在三年之内为纽约州增加2亿美元的收入。生活在同性婚姻合法的州/
地区的总人口将从一千六百万增加到三千五百万，生活在同性婚姻合法的州/地区的同
性伴侣将翻一番，从6.9%增加到14.3%。
纽约州42，000对同性伴侣（包括14，000个小孩）将和异性伴侣在州级权益方面有了真
正的平等。纽约从2008年开始承认州外的同性婚姻，州外结婚的住在纽约的同性伴侣可
以享受很多异性伴侣享受的州级权益，但不是所有的权益。比如异性伴侣可以继承对方
的遗产，而不用交税，而同性伴侣则必须交税
（这是Windsor v. the United States 的由来）。能在HOME STATE结婚的象征意义
也是不言而喻的。
今年上半年MD和RI合法同性婚姻的努力意外受挫，NJ的类似提案也因共和党州长的上任
而蔫了，纽约的成功一定会为这些州打一剂强心针。

2007年初开始浮现的次贷危机(1)导致了全球性的金融风暴，进而造成了多数国家的经
济衰退。
看到总裁和董事长们成千万上亿的工资加奖金，人们很容易把这场经济危机归罪于华尔
街和银行(在本文范围内也包括房贷企业)的贪婪。也有文章用一两句试问那些明知没有
还贷能力却签字买房者有无责任。那么美国政府在这其中作了什么呢？
政府立法干预银行营运
Community Reinvestment Act(CRA)
1977年美国国会通过，由卡特总统签署了“社区再投资法”Community Reinvestment
Act(CRA)(2)。该法是由一些社区组织和活动家(community groups and activists)积
