我认为，美国的三大评级机构（Moody's, Standard & Poor's and Fitch）在08年的金

first level research universities in China or even in the world. Should we
wait another 50 years or more?
The issue is every one knows where the problem is, but reluctant to do
extensive changes which would interrupt someone's interest. That's the reason
the problem remains.
It is impossible to change DAGONG without doing something radically. We will
see who will do that.

中国专业评级机构大公国际资信评估有限公司(Dagong Global Credit Rating Co.,
Ltd，简称“大公”)周一(11日)称，相信中国审计署(Auditing Administration)此前
公布的地方政府债务数据的权威性，目前偿还能力总体健康，不会出现体系性风险，将
维持中国的本外币国家信用评级。
同时，无论美国下月初是否能提高公债上限，大公都将考虑下调美国国家评级。
大公国际董事长兼总裁关建中表示，穆迪对审计署数据的质疑是非常缺乏依据的，
中国地方政府债务不会出现大范围违约，不过个案风险可能也在所难免。
关键中称："从发债规模和数量判断，地方偿还能力总体健康，不会出现体系性风
险，目前地方政府财政收入在增长。只要有地方财政收入增长，那么就能偿还债务。"
关建中并指出，地方债务问题不会影响到中国国家信用评级，大公将维持2010年7
月11日给出的中国本币评级AA+，外币评级AAA，以及稳定的展望。
