OTTAWA (Reuters) - Ottawa on Friday declined to confirm media reports that
it had expelled four Russian embassy staff after authorities in Canada
arrested a Canadian navy intelligence officer and charged him with spying.
The Globe and Mail newspaper said two diplomats and two technical staff at
the Russian embassy had been dropped from the official list of diplomatic,
consular and foreign government representatives recognized by Ottawa.

定赖东生是澳门黑帮组织“水房三合会”的成员，因此其移民资格不可接受，并下令将
其递解出境。鉴于赖东生目前在澳门，因此把其名字列入了不可入境名单。
赖东生的妻子和三个子女因是属于赖东生的家属而移民来到加拿大，且无证据显示他们
参与了犯罪组织，因此保留了他们的移民资格。
移民难民署是在8月12日作出上述裁决的，判词先送达控方和辩方律师，因此直到昨日
才公布。有关赖东生及其家人的移民资格聆讯在今年2月26日至28日连续进行了三天。
当时，赖东生在澳门通过电话参加聆讯，其家人居住在列治文，亲自出席了聆讯。
移民难民署的裁审官说：联邦公共安全部提交的判定和证据证明，“赖东生是黑帮成员
，水房三合会成员，而且参与了有组织犯罪活动，这些活动发生在海外，在加国是违法
的。”因此裁定，赖东生不可接受进入或滞留在加拿大，取消其移民资格，并签发了驱
逐令。

川習會」雖達成貿易戰休兵、重啟談判的暫時「和約」，但雙方現行關稅均未撤除之下
，專家多認為，這只會進一步削弱中國多年來享有的世界工廠地位，中國在製造業全球
供應鏈的重要地位也加速瓦解。
《紐約時報》分析，美中貿易戰進入休兵狀態，美國對中國進口貨的關稅威脅未來幾月
或幾年都會繼續生效，這意味著全球企業幾乎確定會繼續把供應鏈最後階段移出中國。
美國賓州大學當代中國研究中心主任戴傑（Jacques deLisle）表示，企業不喜歡不確

分析指出，外企因中国的经营环境恶化而撤离，中国各级政府用行政手段拖延时间
、为难外企，发改委说的中国企业撤离“可控”应该比对付外企的手段更恶劣。另外，
发改委的表态意味着下一步又要回到基建投资拉动经济增长的老路上。
发改委最新公布的数据显示，上半年其审批核准固定资产投资项目94个，总投资额
4,715亿元人民币，主要集中在能源、交通、高技术等行业。总投资额比去年同期增加
近一倍。
近年来，由于中国经济下滑、中美贸易战等因素影响，外企在加快撤离中国的脚步
。一个明显的效应是大批美国公司正在将生产线转移到中国以外的国家，并且这个趋势
是不可逆转的。另一方面，贸易战造成的不确定性，只会进一步削弱中国的世界工厂地

《华尔街日报》7月14日报导，康涅狄格州斯坦福德（Stamford）的家具制造商
