办H1b分三步走：
第一步,Prevailing wage determination. 以前在州里做，应该是立等可取.
现在都要提交到Washington DC劳工部的PWD center做。据说最长要60天。
拿学校OISS管事的原话就是"this brings a lot of trouble accross the country".
第二步，必须完成第一步，然后做LCA certificate,也要在DOL做，大该要2周。但是
一周后就算没做完，也可以用LCA pending的状态做第三步。
第三步：给移民局submit H-1b (new, renew or transfer)材料。
我们第一步1/21就申请了，现在还没消息。OISS的老师说，第一步对于我们申请H-1b的，
不象办PERM那么严格，PWD可以通过其他的source获得。比如高校的H-1b的PWD可以
通过CUPA-HR的数据库获得。但这样做的风险是，因为雇主没有通过DOL的source做PWD，
很有可能被DOL或者移民局audit。当然，大部分学校一般是照章 |

门针对final merit determination进行举证，我采用的策略是把每个letter中的综合
评价quote一下，这些综合评语往往需要嵌入针对性的字眼，比如top in the field,
far exceeds average, one of the highest caliber, etc. |

律师是不是在忽悠俺啊？

定工资线
而多数公司不需要，只需要网上搜一下就可以
学校如果硬性规定必须用DOL的PWD的话，那这一步是逃不掉的
另外PWD申请表格是ETA-9141,可以用于PERM也可以用于H-1B,在表格的最开始选择 |

示根据现在的PD 估计PW不会超过level 2。 现在HR 在准备打广告，问老板salary
range 定多少。老板表示一脸懵。。我想知道，在PW下来之前，如何能给出一个合理的
salary range？
我目前salary 高于level 2， 略低于 level 3。
