原来一直认为在确认安全的前提下是允许的，除非
被其他标志ＯＶＥＲＩＤＥ，回来查了一下才知道大部分州ONE-WAY到ONE-WAY才是允许
的，只有５个州允许Two-Way到One-Way，我所在的州不在这５个内．
但问题是警察给的ticket的理由是：Disregard Red Signal. 并且注明Observed by
police making a left turn on red from XX to YY. SIGN Posted: No Turn On
Red.这肯定是不符合事实的，这边对应的路口(XX)并没有No Turn On Red的标志，
只有YY路口有，显然是针对YY上的车辆，而在XX上是完全看不到的．事后我也实地检查确认并拍照了.
不知道这种情况有胜算否,或者说有没有可能求情减免一些． |

之前有一次开83被罚speeding，交了罚款，没有扣分。
但昨天再一次吃ticket。
1. disregard yellow light

3. failure to change address
实际情况是：
1. 黄灯没停。我们车从小区口开出打算左转弯，出口是上坡，但开出来就是平地。看
到黄灯的时候已经在踩刹车了，但是车还没来得及停下的时候，上到了平地，这时感觉
车的减速变慢，就是感觉车子突然轻了些，条件反射觉得可能得要急刹车才能停得住，
就干脆缓慢地开过了黄灯。结果警察只看到车速很低，觉得明明可以停下。
2. 没带保险证明。就是带错了，没仔细看，带了张过期的，而且还是另一辆车的保险
证明。警察看到我们拿过期的给他看，好像很生气，但我们其实就是带错了。
3. 驾照没改地址。曾经搬过一次家，然后去给车注册的时候SOS主动给改过一次地址，
然后几个月前又搬家了，并不知道驾照改地址是强制性的，以为只要SOS知道新地址就

的右转灯是绿灯（由此推测对方 [1号车]的灯应当是红灯）。但对方（[1号车]）的陈
述是她的灯是黄灯。
在警察的事故报告里，对方 “Disregard Traffic Signal” 拿到了一张Ticket。 LD
是 ”No improper action.”
现在的问题是对方的保险公司拒绝赔偿。理由是LD也有错：他们认为LD 应当右转到图
中的1号道上，而不是图中的2号道上。他们的理由是Virginia traffic code 46.2-846
。 但我们认为他们给的州的交通法规的条款并不支持他们的观点 （我们在VA）。
下面将进入arbitration的阶段.
我们有几个问题：
1）这个arbitration会拖很长的时间吗？
2）我们可以直接跳过arbitration起诉对方吗？
3）我们应当找一个律师吗？这个事故没有人身伤亡的问题。我们的车的 bump 被刮破
了。要修估计会花几百块钱（也许会上千，我们还没有请人评估过）。感觉对方的策略
就是拖。

重新看过事故地点了。也照了相。LD的右拐灯是一个很醒目的右箭头。所以LD的灯应该
是一个绿灯没错。正常的秩序是对方的灯变红，大约1/2秒钟的间隔，然后是LD的右拐
灯变绿。所以对方一定是闯了红灯，而不是黄灯 （对方的道是一个下坡， 而且距离上
一个很大的红绿灯距离很短）。警察的报告（对方”disregard traffic signal”）也
佐证这一点; 警察对LD的结论是”No improper action.” 事实上，对方的保险公司也
不再争论这一点。
对方的保险公司主要集中在换道上。（我在那个路口做了一个粗略[但不科学]的统计：
有超过百分之60的右拐车是直接拐到2号道上，就像LD一样。当然，这不意味着这种做
法是100%正确的。保守的做法还是先拐到1号道。）
看来必须上法庭了。

二阶段惩罚性处罚，结果还没有开庭24小时之内丰田就settled了。
Settlement的数额是保密的，我估计300亿都说不定。丰田的策略是这

一条有三个lane的单行道上的中间一个lane，十字路口的另一条路是个两条lane的单行
道，当时红绿灯完全坏了，所以在两条路的路口都加了stop sign，我走的这条路stop
sign立在右边，路的限速应该是45，你想当车多的时候有多少人会注意到这个stop
sign？尤其是左边和中间lane的车！拿了ticket后， 我马上回去录了像，在大概90秒
的录像中，两条路的超过一半的车没有按stop sign的规矩来，我想这个ticket我很容
易plead no guilty，但是我离费城有200多mile，出庭很不方便，我不知道能不能请律

度都在35或40左右）。police 来了，report上说是对方闯红灯，并且report上还有一
个witness， 这个witness说是对方的错。对方找了个lawyer， 所以我们也找了一个
lawyer。原以为这个案子肯定会赢的，因为police report 说是对方的错。但今天收到
我的lawyer的来信，说那个witness改口说是我的错了， 说是我闯的红灯，所以我的

好办，并且他还说我的case太小，我的medical bill总共只有3千多，并且几个月前我

家附近通往高速的road上有一stop，因为感觉凌晨也没有什么车，只有一个驶向我的车
，而且离我也很远，也就没完全停住，也就是点了下刹车，就加速开走了。然后就加速
上了ramp，速度也就在80左右，限速70. 刚上高速就看见后面有个大车紧紧的跟着我，
我就想甩开他，就加速，他还是一直的跟着我，
直到我开到120，他还是紧跟着我，其实一开始我并不想开这么快。我还想大半夜的遇
见个比我还疯的。 我就开始松油门，准备打灯换线让他过去。就这一瞬间后面车灯全
亮了，警车。
officer就和我说他在高速就看见我stop没停，目测从stop开65像飞出去一样，怕我不
相信和我说车上有监控视频，我就问他说刚在service road上的那个车是你吗，他说不
是。又说目测我最高速度能有120左右，没给我开120，算是放我一马，还说如果是雷达
