20世纪70年代后，石油曾为阿拉伯制衡西方“利器”
虽然在二战期间，石油曾显现战略物资的价值，但石油作为一种战略资源，在生产和消
费上的分离效应在上世纪60年代才后逐渐得以显现。1969年9月，卡扎菲推翻了亲西方
的伊德里斯国王，随即要求石油公司提价并获成功。伊斯兰世界第一次通过提价来增加
收入，跨国石油公司单方面定价权也被打破，中东的穆斯林国家，也开始纷纷效仿。
1973年的“十月战争”，石油作为武器登上历史舞台，作为一种新的权力方式，它所改
变的世界直接而迅速。仅仅8年时间，1981年，石油价格由曾经的2.12美元，一路飙升
到36～40美元。让对中东石油有着严重依赖的欧洲苦不堪言。

如果说在80年代以前，石油消费结构并不过分依赖中东的美国对于伊斯兰世界的讨价行

environment has simply totally lost sight on what is priority. In the old

首先放羊式教育尽管不能培养大量科技民工，但是确实培养少数精英天才的好土壤。在
这种土壤下培养出来的精英不但具有较大的知识面和较高的自主创新能力，更重要的是
他们更热爱自己选择的专业。我认识的不少美国本土的科技人员技术业务和科研功底一
点都不必老中差。
中国日本军事化的教育能培养出大量一摸一样的高级技工。他们也许可以“老老实实”
工作，甚至是高技术含量的工作。但是他们永远也成不了disruptive的创新原动力。永
远只能跟在人家屁股后面走。想想有多少原创的划时代科技在中国甚至日本诞生？
另外一个角度是从产业环境来考虑。也许美国的大量科技人才是靠外来输入，但是大部
分只是在给上述的精英打工。这些高级民工们相对来说是更replaceable. 这些人有的
会回国。但是并不是没了他们不行。
然而这些人还是会不断涌入美国，在可见的将来。这是因为美国的投资环境是酝酿高科

税，也就是说你交不起就不交。
比如香奈儿，你交不起1000元的税，就不要买1700元的香奈儿；同样，你交不起3000元
的个税，就不要领2万元的高薪。所以说国内征税很少会有抗税之说，税已在价格里面
，你不想交就不要买。这个直接效果其实就是劫富济贫，穷人只要基本消费，只有富人
才会购买奢侈品、别墅、豪车。
相对而言，美国有的税制是很操蛋的。比如你30岁买了房子，等你40岁丢了工作，交不
起地产税，政府就可以没收你的房子。最后，穷人就会被更彻底地disrupted from

NEW DELHI (Reuters) - Grids supplying electricity to half of India's 1.2
billion people collapsed on Tuesday, trapping coal miners, stranding train
travelers and plunging hospitals into darkness in the second major blackout

从20世纪90年代中期开始，美国哈佛大学公共卫生学院等一些机构在中国开
展了若干基因研究项目，涉及大量的血样采集，引起了国内媒介和公众的关注。
这里公布的材料，或许有助于关心这件事的人们了解一些情况。
材料的来源主要是负责这些项目的哈佛大学公共卫生学院副教授徐希平博士
向美国国家卫生所(NIH)申请资助的文书，他与他人联名发表的论文，以及美国
媒介的相关报道。这些材料全部是公开的，可以从互联网上获得，也可以向NIH
信息自由办公室(Freedom of Information Agency)直接索取。
NIH资助徐希平的项目有多少？
截止到2001年1月，中国国家遗传资源办公室批准的由徐希平领导的哈佛大
学等美国机构在中国进行的国际合作项目共三项，即：“血压对食盐摄入易感性
及其机制研究”，“吸烟、尼古丁成瘾及其遗传易感性研究”和“与冠心病及骨
质疏松症有关的中间表型的生态遗传学研究”。
但是，NIH网站上列出的2000年财政年度徐希平作为首席科学家获得该机构
资助的项目共有9个，即：
