PERM是只要打广告就行，DOL批得慢但是基本能过；过了USCIS就不管了；
这个是绿卡要发前，是USCIS的范围，USCIS还要弄一个process出来，
而且是专要找失业的人来应聘；
而且是Unemployment Office来管这个事情；又扯进一个官僚部门来制约USCIS, DHS
再加上DOL, [四大官僚机构]弄一个卡；
这么说吧，你要有钱就能搞定，任何事情就是这样，有人办EB-5请个经济学家来写报告
；请贵的律师来弄；
但对于普通不肯花钱的职业移民来说，这样等于是没办法搞了，他才不管你是ICC还是
什么CC, 反正杀虫剂一喷，全灭。

目前还是觉得Jeb Bush胜算大很多，如果Jeb Bush不是Bush 3, 那他就没有任何问题了
