heat pump for upstairs.
Air source heat pump COP will drop when the outside is very cold. I usually
suggest a closed loop (vertical) ground source heat pump unless you are in
Miami.

Looks like you only have one circulating pump, so each zone is controled by
a valve in the pipes.
If you have two thermostat, switch them to make sure the fault is not the
thermostat.
If your thermostat is working, the valve control the upstair zone is stuck
shut. ( if you turn off downstair - just turn down the temp setting, and
only turn on upstairs, you should see the boiler working and pump running,

4. if the deed said it is a townhouse, it might be a condo

- Material allowance ($1.50) per sq ft
