的信用评级。穆迪表示，降级反映穆迪对未来中期中国偿还债务实力削弱的预期，表现
在债务占经济比例的稳步上升和经济增速的放缓。不过，也有一些经济学家认为，中国
的债务水平虽然增速很快，也的确给经济的长期健康带来风险，但这些债务主要存在于
国有领域，政府仍有能力在关键时刻出手防止危机的爆发，而且监管部门也开始采取措
施抑制债务的高速膨胀。
在穆迪5月24日把中国的信用评级从Aa3下调到A1几个小时后，中国政府就批评穆迪的做
法是不了解中国的法律和金融制度，低估了中国调整经济结构、实现经济可持续增长的
潜力。
穆迪公司宏观经济理事会主席艾琳娜·达格尔(Elena Duggar)说：“下调评级反映我们
对中国财政实力中期内将削弱的预期，体现在整个经济体内债务水平的攀升和经济增速
的放缓，大环境是中国人口结构的变迁（老龄化）和生产力的增幅较小。”
