本属前苏联海军最先进的多功能重量级航空母舰的瓦良格号，可谓命途多舛，生不逢时
。在1985年下水不久，即遭遇前苏联解体，此后由於经费不足，内部装修工程极受影响
，到了最后，即1992年便全告停顿。期间，舰名数改，最后命名为瓦雅格号（Varyag）
。其后接手的乌克兰政府也无力承接下去，在1998进行国际招标，由香港商人徐增平的
创律集团，以2000万美元夺标，将之易名为创律号，以誌集团创立10周年。

徐增平打算在当年7月把船体拖回澳门，然后改装成超级酒店，并趁澳门开放赌权
