小孩今年5岁了，夏天买的房子, 在现在的学区9月初注册了。孩子阅读数学都不错，接
受些social和speech的service.现在在一个私立上K(以pre-K为主，K不是太正规).
可是问题来了，从九月初注册，到这个学区安排evaluation,（之前的学区evaluation
他们不承认），到开家长会（CSE meeting）， 到给出推荐的program花了3个多月，实
际上到现在四个月过去了问题还没有解决，孩子的还是一直在私立带着。主要问题是：
1. 学区根据评估的结果（主要是注意力不集中，不social, 有时不follow

子问题很严重，没有争议的残疾， 那些孩子需要花很多钱接受全方位的服务让他们活
得有尊严。这个我觉得花费大也不能算浪费。 special education肯定有被滥用的，但
绝大部分不是被家长，而是被商业的service provider. program提供服务不可能都是
老师自己上， 会出钱请专业的， 那些收钱很吓人。 我们用过一周一次speech
therapy， 半小时收 $125， 自己有保险需要提供信息， county先报保险， 保险不包
county再付。 我们一周就用了半小时服务，但保险和county花费都不小。 speech
therapy正常也就100/hr， 但因为county和一些机构有合同，家长很多时候并没有选择。
county的服务过一段时间就evaluate孩子一次， 有点进步就能停的都停了。 一旦比正
常落后25%以内就什么服务也没有了，因为法律就这么规定的。我知道的训练还是家长

，之所以会争吵，是因为对有没有滥用，大家有争议。不过我也承认，争吵也不解决问

向北滩一样，我也作了一些RESEARCH。在我曾经和现在生活过的几个州当中，多年以来
，从来都是如果经济不好要砍教育经费，就两者一起砍（这一点和加州可能不同）。但
是有一点相同之处，就是州政府不会在几个项目的教育经费当中，做拆东墙补西墙的事
情。砍掉的教育经费，一般是用作他途，或者填补财政赤字。北滩自己也提到，加州
GIFTED PROGRAM被削减，但是没有被挪用到SPECIAL ED上，她只说SPEICAL ED的经费

“那一项里只有Present，填了现在工作单位后，就直接跳到下一项Security了，没有
让我填Education/Training, 或是以前的工作情况。这是怎么回事儿呢？重填了两遍都
是这样，实在很纳闷。LG填表时就有Education/Training要填，比较了一下，怀疑是不
是工资不同导致要填的内容动态改变啊？但想想应该不会的，真是很糊涂，不知道没有
Education/Training会不会被认为是不合格。

发帖数: 77 | 41 收到Irs的信 说2009年 我们claim的1000多块education credits 要我们付回去，此外说我们的taxable
wage有5000块的出入，要把那5000块的税也补上。还有利息和penalty，加起来居然有2000多。
当时我们夫妻都是f1学生，已经在美国足够久了，是jointly file as residents.
那1000多块education credit 是根据我们每学期要交的学杂费（大概每学期每个人总共大概900块左右） 算
出来的。 当时好像我们是把保险等一些费用扣除了，留了一些比较跟education相关的费用，可能还加上了买书
的费用，两个人加起来最后是1000多。
而那5000块出入应该是我们其中一个人的学生的那5000块US-China treaty免税。
我的问题是：
1. 我还是可以享受那5000的US-China treaty免税吧（即使我们是jointly file as residents)？需要提
供什么相关资料？
