On or after that day, you are subject to new 212(e).

发帖数: 9035 | 49 If you came back to USA after DOS FR your case, you will have trouble,
before that it is fine.
For example, If DOS FR your case on 7/16/2013, you come back to USA with J
visa on that day, your J waiver becomes invalid, you 会被要求提供2年回国居住
的证明.if you came back to USA before that day, it is fine, no problem.
You still have risk.
