护，多么崇高和政治正确的部门，看看他们的决策是怎么来的。
本地附近有家跨国化工企业，当地居民complain环境污染要清理赔偿。官司打到EPA.资
本家居然敢污染环境为害百姓，EPA作为人民的公仆，那哪能袖手不管，立马一张大罚
单，要企业出资一个天文数字清理。企业说我承认污染，也答应清理，但EPA的数字和
标准是扯淡，要第三方专家意见。于是双方同意，有企业出资50个million，到附近一
个大学，找了一个业界超级大牛setup一个project进行评估，双方根据评估意见决定最
后结果。虽然企业出钱，但是这个评估小组独立工作，定期向双方汇报。
做了几年，项目要结束了，preliminary报告对EPA很不利，这下EPA不干了，但是没有
能力反驳专家意见，怎么办呢，找了两个contractor，闭门用模型模拟了两星期，然后
发布EPA的"专家"意见，当然是EPA想要的结果。EPA的专家，老百姓一听多么权威啊，
那个拿了evil资本家钱做项目的大牛肯定不可信。EPA马上联合上当地liberal议员媒体
