这个依赖于不同州的计算方法。
加州比较干净，它的税表上明确写了上来用 FAGI 作为参考值，后面根本不用 FAGI ，
只用加州本州收入算。
有些州比如 NY state 是这么算得，上来用 FAGI 算出你要交多少税，这个通常是很多
的，因为是你的总收入的税。然后问你 FAGI 中多少不是在本州拿的，然后搞出一个百
分比，用这个百分比去算你可以在本州拿多少 tax credit ，或者如果你不是 state r
esident ，算你可以 deduct 多少。反正算出一个数，这个数是你可以从 FAGI 算出的
税里面减多少。
减完以后就是你要交的税。这种算法应该最后算出来还是会比你 W2 上的 state withh
eld 要多一点，但多不了太多。所以你就只好补税了，如果没有其他的 deduct.
有的州用上面的算法，但是邻近州不算。
所以，每个州的州税有自己的算法，碰到变态的自认倒霉吧。 |

需要填写1040NR表格和8901表格。
今年才发现 8901表格在irs网站上已经disabled。
那是不是说对NR而言， 就没有这个child tax credit了？

irs的pub4011是个20页的小册子，是irs培训帮外国学生报税的志愿者的一个简明教材，
别看20页，实际内容很少，可以解答很多同学的疑问。
比如你的第一个问题，你看看头两页那个流程图就知道了，就是如果自愿选择作为nonr
esident报税，irs会给你的许可的，当然这样实际操作起来对中国学生来说是出了力还
要损失钱了。
你的第二个问题，一直保持F1身份的话，你来的第一年无论哪天到的，到12月31号都算
一整年。这个上面这个小册子未必能帮忙解释清楚，你可以学校irs的另外一个教程678
－fs，这个和上面一样目的，不过不是简明的教材，最近irs神秘地把这个教程撤下了网
