不过书里面用的IDE太烂，果断破除直接教vi和命令行。目前只会vi-i-输入
-esq :wq-python3运行这个循环，已经可以用turtle在屏幕上画图了。
理解循环没有问题，但是理解变量很困难。目前还没破从1加到100。
我家小孩做事情特别不仔细，我觉得写程序应该在这方面是个很好的锻炼。
现在我全家都是python。 |

心里很压抑，白天昏昏沉沉的上网发了求助帖，老板的给的活也没干，集中不了精
神，想着赶紧回家吃顿老婆做的孜然炒羊肉，想到老婆那可爱的笑脸和精湛的厨艺，
心情就能好点。(我老婆当年在科大，据说是美食版的板斧)
没想到……晚上一回家……
就看见老婆披头散发，凶神恶煞，瞪着血红的眼睛看着我，好像是刚刚哭过。
她指着电脑屏幕上一个女人的照片，问我这是谁？显然那女人是我老婆。我就明白
过来了，一定是我美国老婆怒了，托她在kaust的校友传话到我老婆这了。
没办法，我只能交代了，我反复和老婆强调我是真的很爱她，还有本着对她负责的
态度，才会和她结婚的，没有半点要骗她的意思。

it will collect for initial processing all H1Bs received within the first

移民局于今日发布公告，宣布继续接受按7月份排期递交的I-485申请，直至8
月17日止。移民局也将接受已经按照7月份排期递交的申请。
另外，公告宣布，移民局将按照7月30日前的I-485审理费标准收费，即成人$
395，14岁以下儿童$325。

們之前做的預測很接近，移民局也已表示，它們會在明年一月底公布實際上名額使用情形
的確切統計數據。我們之前多次跟讀者分析H-1B限額的相關問題，就一直談到用加急件(P
remium Processing)申請是較好的策略，而事實上確實也有非常多人申請H-1B時是用加急
件來確保名額，移民局雖然表示它們所收的件數量若已達到限額的數量，它們就會暫停加
急件的審理並會發出公布知會大眾它們已停止加急件的審理，縱然如此，對必須轉換為H-
1B身分卻仍未遞件申請的人士而言，仍然必須趕快用加急件提出申請，否則，可能一點機
會都沒有了。而名額一旦用光了，除非國會在今年度決定提高限額，否則就只能坐等至明
年新的財政年度才會有新的名額可用，這對將在明年新的財政年度開始之前就會失去現有
合法身分的人士，顯然不是好消息，而在沒有名額的劣勢下，我要特別提醒這些人注意，
在此期間必須轉換其它身分來維持合法身分，以免影響到日後其它簽證或綠卡的申請。

，这表示移民局所收件数已经达到限额的数字，事实上我们也预期移民局很快正式对外宣
布此消息(也在这几天内) 。移民局一旦正式对外做此宣布，在此之后递送的申请案将不
会在本财政年度批准，除非国会在本年度决定增加名额，否则只有等待今年10月1日开始
的下一个财政年度再办理。 我们一直以来都很强调非移民签证者要注意维持合法身份的
问题，在转移非移民身份时，也要特别注意不能有任何的时间上的差距，换言之，不能有
OUT OF STATUS的时候。而非移民身份的转换要能获得批准，其中有一个必要条件是必须
在原来身份尚未过期之前就提出转换身份的申请。 而对那些原来F-1身份已过期(OPT已届
期) 并已申请转换身份为H-1B，但H-1B却仍在PENDING而没有如期批下来的人而言，不但
要停止工作，更令人担心的问题是，万一因为配额已满的因素而导致H-1B的申请无法如期
获得批准时，在这段期间的身份是否还可以维持合法，而可以不须离境？ 我在这里说明
一下移民局就这个问题可能的做法，就法律规定而言，若是属 |

及I-485申请案(非属国家利益豁免的职业移民第二优先的申请案) 。如果相关的安简可以
及時完成的話，I-140与I-485的审核会在递件后的90天內作出裁決。这个消息引起了一定
程度的反应，有些之前已提出同步申请而仍在苦苦等待审理的申请人，为了能符合在这个
试验方案的适用時点，即撤销原先的申请案而重新递件，以为可以因此享得这个方案快速
審理的利益。但是，CSC已明确表示这个试验方案不会适用在这些撤销原先申请而重新递
件的新申请案，而只会适用在「试验方案开始实施后」才递件的I-140/I-485同步申请案
，因此，对这些重新递件的案子，不但不会在90天试验方案的适用范围內，甚至因为重新
递件的原因，审理排期还会倒退走，是以，在这里要提醒在这个试验计划实施之前就已经
递件的申请人，不要误认重新低件会使得申请案在这个试验方案的適用范围內，而去做出
撤销原先申请的不智決定。

过」这一个要件。
這個要件主要是針對從事視覺藝術的藝術家而設，例如像是雕塑家、畫家。依據AAO的案
例归纳看來，申請人必須證明，其展出作品的展覽會必須享有國家級的聲譽，或是其作品
展出的展覽會中其它展出的作品都是享有國際或國家級聲譽的藝術家的作品，並且，申請
人必須有多次展出來顯現其在該領域確實享有國際或國家級聲譽。
在證據材料方面，申請人必須證明其參與了該展覽，就合乎展出的遴選過程及相關媒体報
導提出詳細的說明，另外，如果展覽會特別給申請人的作品規畫一個展示的區域，這亦可
做為輔助的有利證據。
另外，AAO也指出运动员的竞赛本身並不属于这里所谈的艺术展览会，那些可让任何人參
展的展览会，或是仅限于地区性(local)的展览会，都不符合这一个要件的要求。

位」这一个要件。
關於重要職位的要求，移民局通常是看申請人擔任此項職位的職稱來看申請人是不是在這
整個組織或機構擔任了領導性的重要角色，例如像是擔任President，Chief Director等
。申請人擔任的職位如果不是屬於整個組織的高階職位，即不符合這個要件。另外，職位
的重要性係相對於組織或機構的整体性而論，有個案例的申請人在大學某一個系擔任重要
職務，但沒有被AAO认可符合此要件，原因是AAO认为，单只是担任某一个系的重要职务，
而不是在整个学校擔任重要职位，因此不能认为是符合此要件。
申請人也必須提出此組織或機構享有全國性的卓著聲譽的證明，在僅具地域性的組織擔任
重要職位，是不符合此要件的。申請人必須證明組織或機構該至少是在美國兩個區域以上
享有卓著聲譽。通過AAO認可的成功案例有，在Chinese National Women’s Softball
team担任要角，在Beijing Grand Hotel担任大廚。

这一个要件。
關于高薪資的要求，AAO表明，申请人必須提呈其所属专业领域一般薪资的水平以及顶尖
的证明，如果可能的話，可一提呈该領领域知名人士的薪资情況，AAO即以此具体資料來
判断該申请人的薪資是否确实远高於其他同僚。
薪資的比較必須是在相同的專業領域。舉例而言，一個電機工程師的薪資並不能拿所有工
程師 (包括非电机工程師)的薪资來相比，因为不同的领域薪资水平並不相同。而对于艺
术家來说，AAO表明，申请人必须证明其作品卖座情形优于其它从事类似工作的顶尖艺术
家。
另外，薪資必須是屬於該申請人「個人」的薪資所得，只有個人的薪資所得可以用做評斷
是否符合此要件的標準，就個人獨資所有的企業而言，企業的營業所得並不因為該企業是
于於該個人獨有而即可被認定等于於個人所得的薪資。

它們將會做出公布延长F/J合法身分，最新的消息是，这样的公布在明天就会正式公布出

发帖数: 947 | 36 劳工部在七月二十一日時公布了關于就大量勞工證申請積案處理的預定規定，在八月二十
日之前，開放給相關單位及Interested persons提出书面意见。在规定里，劳工部授权給
National Certifying Officer決定可將正在pending中的申请人从州或区域劳工部转到计
划中的积压处理中心來处理，藉由这样的设计，希望能缩短審理時程並且能減緩州或区域
劳工部的工作量。
我之前說明過，這個積案減少的努力和預計要實行的PERM是不同的计划，兩者都是劳工部
为減少劳工证积案所做的努力，而在PERM的计划下，劳工证在提出申请后会在21天之內即
完成处理。据我了解，在现行积案處理已有眉目之后，PERM或許才有实行的可能性，因此
，这个积案处理預定规定的公布，可算是正面的消息，我希望这两个计划能早日定案开始
实行，以解決目前劳工证审理理在某些州或区域劳工部需要冗長等待時间的问题。
