，市政府都有 shelter，住在地势低的地方的人需要 mandatory evacuation，去住
shelter。

提前局部疏散，还不是把人疏散到shelter?还不是上万人挤在shelter里？downtown的
老黑除了shelter还有哪里可以去？要是几万人一起从downtown往外去，还不是一样堵
死在路上？
更何况，这次没有evacuation order，造成的恐慌已经相当严重，稍作功课就知道，在
周四超市里食物饮水就已经被抢购一空，要是发布evacuation order，即使是局部的，
恐慌只增不减。

Loud noises were heard at Fukushima Daiichi 2 at 6.10am this morning. A
major component beneath the reactor may be damaged.
Confirmation of loud sounds this morning came from the Nuclear and
Industrial Safety Agency (NISA). It noted that “the suppression chamber may
be damaged.” It is not clear that the sounds were explosions.
