一个Xilinx的码农职位，OPT也刚开始办。然后被公司的HR告知这个职位需要申请
export license，听他的意思是说要拿到EAD了之后才能开始办EL。网上查了一下发现
EL最长要办6个月，有点吓人。如果一定要等EAD出来的话OPT就得申请加急，还不一定
被批，然后EL就得听天由命了。所以想问下有办过EL经验的各位，这两个是否可以同时
办？还是说每个公司都不一样？以及像X这种公司大概要办多久？
手上还有一个Bloomberg的FSD offer，虽然对financial这块不太感兴趣，但很犹豫X家
是否值得冒一次风险。 |

请问大家 许可证是跟着个人还是公司走的， 假如说不换行业， 做一样的工作， 那就
是到哪里都要许可证么？
我的观察好多公司不需要这个许可证， 而且是半导体行业大公司， 绝对有产品出口到
中国，如philips， GE什么的； 相反好多小公司还在研发阶段无产品的都需要申请出
口许可证。
是不是律师申请H1B时候会触发一些关键词， 导致的需要申请许可证呢？
有没有这样的人， 以前工作过的公司需要申请出口许可证， 换了公司但是做一样的活
的又不需要申请了？请有此经历的朋友亲证一下， 多谢。
H1B的工程师真不容易， 感觉夹缝里生存, offer竞争，H1B竞争，都闯过了又要受许可
证限制。 |

不需要办Export License，如果不需要就可以直接file h1b petition了。

我去年博士毕业，就在一家小化学公司工作，职位是R&D chemist。现在申请H1B，才发
现基本工资只够申请level one! 把bonus加进去勉强够level 2. 上星期和上司商量一
下，极不情愿调工资啊， 怎么办啊？申请LCA只能用base salary啊， 能直接申请
level 1 吗？
还有， HR问我那个I-129表的选项，controlled technology export license
required 那项， 她也不清楚是什么。我公司就是苦逼的普通化学公司。在哪里可以查
到需不需要这个license啊？
麻烦各位帮帮忙回答啦。。。 |

不能开始工作。
export license是由美国政府发给你的、允许你接触美国政府认为是出口受限的资料的
许可证。这是个最弱的license，至多每半年让你点两下鼠标做个问卷。说白了就是走
个形式，不影响回国。 |

为公司的，拿的是commission。其实前面qsyd2说的这个才是比较幸运的，不管
conmission多少至少是有保证了，国内肯定买。关于价格，如果是开始做在业界没有什
么经历的话其实拿到的价格都差不多，都是“新人”价格：）
自己注册公司作贸易就是独立的了，对方无法知道你的进价和利润，这个更有趣一些。
一般情况多是先报价然后国内才会决定是否购买。联系时美国方面多会问你时哪个公司
的（一般个人用户联系的很少），如果你不是很想注册公司不习惯或者嫌麻烦等，这个
时候你可以直接就说你的国内公司比如中石化。这样对方的报价和今后文件都是直接开
给中石化的。因为是export所以不加税，你也不用claim use tax later。这是最简单
的方法－－前提是无所谓整个交易全部透明，即中石化知道所有价格，你只是拿
commission。不论你拿到多低的价格都是白便宜中石化，你只是一个桥梁。
如果联系时你说是在美国的个人，不提中石化。因为你没有公司，所以只能说是个人，
这样给你的报价如果是本州的提供商（多见），要加上该 |
