脊梁》（全文附后）向NIH致以了强烈反击，随后朋友圈开始刷屏。
一开始端端酱看到这内容也一头雾水，不少华人科学家陷入恐慌，担心今后国际研究受
阻。且慢，我们不妨来捋捋这件事。相信大部分人在转发饶教授的回应时并不会先看原
文，所以不知道到底发生了什么，但大量情绪渲染的文字并不利于问题的了解和解决。

generally should not exceed $90,000 at either an NIH intramural or an

俺是不是可以让系里尽量往俺这个rank的高限开salary？不用管这个90K的total cost

是特别清楚，所以就叫她的名字，并问她我发音对不对，然后问她的具体title。
哇，原来是管Extramural Research and Training的director.立马跟她搭讪起来，说
you look very familiar to me 啦，说一年半前开会的时候看到你给lecture啦，去年
也听了你的lecture啦，她告诉我去年的lecture是申请现在位置给的talk,然后说那个
会议明年又要开啦，在巴黎，我说我希望去啦。。。。blabla......
说了一会，就觉得没啥话讲了

paperwork needed to be done before you go. I went with my friend (a senior
in my department) about two years ago. She picked up a few very nice
centrifuges. I only got a UV box which we are still using now.
I am not sure about the details, and this might be the correct site (again I
am not very sure). My friend is in China now, and I can ask her when she is
back.

没有grant的要求，也从来没人拿到过extramural grant。 要是我没达到硬指标，也输
的心服口服了。
我是看到英文网上论坛里说的。自己在cover letter里责怪administration，没有信服
力。对方学校可能不会当真。谁还不向着自己说事啊。让系里同事，最好是系主任写信
，这样有credibility.

这个是要CITI（https://www.citiprogram.org/）网站上training的certification，
还是要NIH Office of Extramural Research（https://phrp.nihtraining.com/users/
login.php）网站上training的certification呢？这两个有什么区别啊？主要是涉及到

direct cost and indirect cost. PIs get direct cost and school/institute
get indirect cost. The ratio is about 1:0.9.
For example a PI at harvard get R01 of 1.5 million, harvard should get
similar money as indirect cost, part of which is used to support the whole
research in harvard and indirectly benefit the PI. |

research at NIH. The extramural funding is 76k/person year, the direct cost
is less than 50k. The intramural one is 500k/person year.
But in reality, the intramural research is the last thing which can be touched.

Here are some info from my boss:
it is very likely that NIH and NCI will not have a budget, so it will be
continuous solution through the whole fiscal year. If that happens, it
could be 5% cut.
As for NCI, Harold Vamus put the highest priority for grant, he wants to try
best to keep the grant money. Some current grant are from stimulus money,

The stimulus fund created grants but it was discontinued. Some grants will
also be discontinued. This is why NCI intramural have 10% cut, which is
higher than other institutes in NIH.
