总督庄美楷10月初在巴黎演说，两次称呼自己是加拿大的国家元首。几天之后，引来渥
太华总理办公室不寻常的公开澄清：「英女皇伊利沙伯二世才是加拿大的国家元首。」
国家元首？女皇代表？保皇党之流和宪法专家，纷纷应声起哄，又一番必也正名乎的热
闹。
事实上，总督庄美楷担当了所有国家元首的工作，难道还不算是国家元首？假如英女皇
已经完全不再执行加国元首的职务，除了「名份」之外，她还算是「真正」的元首吗？
难怪总督府的发言人对事件发表声明：「总督作为女皇在加拿大的代表，执行了国家元
首的职责，所以实际上是国家元首(The Governor General is de facto Head of
State)。」字里行间，可圈可点！
总督庄美楷究竟是无心之失？还是僭越本份、自我吹捧呢？事情又是不是总理办公室的
说法那么简单呢？
加国总督的角色，从1947年获英皇乔治六世正式授权担任加国元首的职务开始，几十年
来不断演进，愈来愈加拿大化，此消彼长，国家元首的职责，就好像不再完全属于英国
